The Presidency for EU Affairs, with the support of Turkish private sector and civil society organizations, the College of Europe, and the Polish Ministry of Foreign Affairs, is planning to provide scholarships at the College of Europe (College of Europe) for the 2026-2027 academic year to academically successful students who are fluent in English and French and who wish to pursue a master's degree in the European Union. The aim of the College of Europe Master's Scholarship Program is to train the well-equipped EU experts and future Turkish Eurocrats that our country needs in line with its goal of full membership in the European Union. Under this scholarship program, coordinated by the Presidency for European Union Affairs, 190 students have had the opportunity to pursue a master's degree at this prestigious university between 2010 and 2025, thanks primarily to the support of civil society organizations and the private sector.
Those accepted to the College and awarded scholarships will pursue a master's degree at the College's Bruges (Belgium) and Natolin (Poland) campuses in one of the following programs:
• European Interdisciplinary Studies,
• EU International Relations and Diplomacy Studies,
• European Public Administration and Political Science Studies,
• European Economic Studies,
• European Law Studies.
The scholarships will be awarded to candidates selected from among those eligible to complete a 10-month master's degree at the College of Europe during the 2026-2027 academic year, following interviews conducted by the Turkish Selection Committee, comprised of representatives from the Presidency for European Union Affairs and the College of Europe. Last academic year, 12 citizens accepted to the College of Europe received scholarships. Candidates' acceptance into the College of Europe programs does not automatically result in them receiving a scholarship from the EU Presidency. Therefore, to be eligible for the scholarship, they must also successfully complete an interview with the "Turkish Selection Committee." Information regarding the interview date, format, and location will be provided to pre-selected candidates later. Scholarships provided under the program can only be used for one of the master's programs offered at the College of Europe's Bruges or Natolin campuses. Candidates who qualify for the scholarship do not have the right to defer their entitlement to another academic year.
The scholarships cover tuition, registration, food, and accommodation expenses.
The scholarships provided:
• Airfare expenses are not covered.
• Travel expenses or pocket money are not paid.
Scholarships are not received by the scholarship recipients; they are paid directly to the College of Europe on their behalf.
The scholarship application requirements are listed below, and the deadline for applications is January 14, 2026. There will be no extensions to the application deadline, and applications submitted after this date will not be considered.

I. Application Method:
To be eligible for the EU Presidency scholarship, candidates must first receive an acceptance from the College of Europe. Therefore, candidates must first:

Simultaneously apply to the EU Presidency for the scholarship.
Candidates who do not apply for a scholarship to the EU Presidency are not eligible for the EU Presidency scholarship, even if they receive an acceptance from the College of Europe.
To apply for admission to the College of Europe master's programs:
a) Candidates must apply online to the College of Europe website (www.coleurope.eu) between October 15, 2025, and January 14, 2026. In this context, candidates are expected to create a personal account in the system, complete the application form, and electronically upload any additional documents required by the system. Applicants applying for a scholarship to the EU Presidency must indicate this in the relevant section of the online system.

b) Following their application for admission to the College of Europe, candidates must complete the scholarship application form, send it by mail, including a photo and signature, to the EU Presidency. Application documents sent from abroad must be mailed at least a few days before the deadline, taking into account possible postal delays. Otherwise, applications arriving at the given address with a reasonable delay of more than one week, even if the application is mailed by the deadline, will not be considered. • Must be a university graduate or a senior student in a relevant field.
• Fluent in both English and French (A language certificate is required.)

• Applicants working in public institutions and organizations must submit a letter from their institution stating that they have applied for the scholarship program with the knowledge of their institution and that they will be sent to a master's program if they are successful. (The fee or leave conditions specified by the relevant institution will be determined between the candidate and the relevant institution.)

Important Information
1) Details of the admission and application requirements for the College of Europe master's degree programs can be found at www.coleurope.eu. All requirements for the program applied for must be met as described on the relevant website.
2) The languages of instruction at the College of Europe are English and French, and fluent speaking and writing in both languages is required, at a level appropriate to the language requirements of the chosen program.
3) The College of Europe's campus in Bruges, Belgium, which offers master's degree programs, offers programs in EU International Relations and Diplomacy Studies, European Public Administration and Political Science Studies, European Economic Studies, and European Law Studies. The Natolin campus, near Warsaw in Poland, offers programs in European Interdisciplinary Studies.
4) For master's programs offered at the Bruges campus in Belgium, applicants must have a degree in economics, law, political science and international relations, European studies, or history. For programs offered at the Natolin campus in Poland, applicants must have a degree in law, economics, political science, history, social sciences and philosophy, geography, linguistics, or journalism.
5) Scholarships provided under the scholarship program can only be used for one of the College of Europe's master's programs offered at the Bruges or Natolin campuses. Applicants who qualify for the scholarship do not have the right to defer their entitlement to another academic year.
6) Scholarships cover tuition, registration, meals, and accommodation expenses. Airfare expenses are not covered under the scholarships. Travel expenses or pocket money are not covered. Scholarships are not received by the scholarship recipients; payments are made directly to the College of Europe on their behalf.
7) Scholarship recipients will be selected from among the candidates on the pre-selection list determined by the College of Europe through an interview conducted by the Turkish Selection Committee, comprised of representatives from the Presidency for EU Affairs and the College of Europe. Information regarding the interview date, format, and location will be provided to candidates on the pre-selection list later.
8) For the EU Presidency scholarship, candidates must be accepted to the College and deemed worthy of the scholarship by the Turkish Selection Committee. Admission to the College of Europe programs and successful completion of the Turkish Selection Committee interview are also required.
9) The application deadline for the 2026-2027 academic year is January 14, 2026. Candidates must submit their applications to the Directorate for EU Affairs by mail with complete documentation by January 14, 2026, at the latest. The Directorate for EU Affairs will not be responsible for postal delays.
